GIPAC: Minutes for May 1, 2023 Meeting

May 1, 2023

GIPAC Meeting

 

The meeting was called to order by Chair Michael Brown. 

Members present:  Michael Brown, Patty Rose, Jep Burdock, Gabe Murphy, Allen Bush, Steve Orsini and Kathy Malley. Visitors: Tom Bugge, Jerry Ross, Lisa Charnock.

Agenda:  was approved with the addition of the County Determination of Insignificance regarding the Land Use changes on the County Problem near Young’s Park.

Treasurer’s Report: General fund balance is $9,157.00 and Roz Glasser fund balance is $9,146.00. There was no activity in either fund.

New Business

  1. April 25 Meeting: several GIPAC members attended the April 24 meeting of Skagit County Commissioners regarding proposed docket amendment C23-1, which helps to clarify the requirements for pre-inspection of well sites before drilling on Guemes Island. Chair Michael Brown spoke in favor of the amendment and acknowledged the hard work of previous GIPAC board members Nancy Fox and Hal Rooks which helped bring us to this day. There was discussion of the roles of the health department and the planning department regarding pre-inspection of wells.
  2. April 29 meeting with health department regarding rainwater catchment was attended by Kathy Malley, Steve Orsini and Michael Brown who discussed rainwater catchment with Keith Higman, Health Department Director. There is a desire at the county to make rainwater catchment viable county wide and a need to coordinate with the Planning Department on details. GIPAC members discussed the  collection of water quality data on Guemes.
  3. Joan Palmer, the widow of Roz Glasser, sent a letter expressing her desire to transfer her shoreline restoration grant to the Skagit Land Trust. There was discussion of the best way to achieve a robust shoreline restoration and education effort on the island. Board Members Jep Burdock and Michael Brown volunteered to meet with Joan to discuss possible actions.
  4. The Skagit County Hearing Examiner has ruled that the action of the County to move gravel and ditch tailings to county property near Young’s Park is not significant. There was discussion of parking issues regarding the stage which contributed to the county decision. GICCA representative Lisa Charnock described some of the challenges they faced getting a permit to conduct events at the stage.

 

Meeting was adjourned at 8 PM.
