October 4, 2021, Meeting Minutes

 

Guemes Island Planning Advisory Committee

 

 

Hal Rooks opened the meeting on Zoom.  Present were Hal Rooks, Michael Brown, Kathy Malley, Patty Rose, Steve Orsini and Allen Bush.  Also present were guests Michael Gray and Jerry Ross.

 

Draft Agenda was approved.

 

Draft Minutes from the September meeting were approved.

 

Treasurer’s report – Checking account balance was $4.448.85.   A check for $148.91 was written to Patty Rose for plants purchased for the Peach Preserve conservation project.  The Roz Glasser bequest fund had $9,162.10.

 

Public Comment – none

 

New Business – Election

 

Hal Rooks explained that, per our Bylaws, the nomination process would close at the end of the meeting.  Steve Orsini nominated Jep Burdock to fill Nancy Fox’s term; she had resigned effective October 1.  Allen Bush nominated Steve Orsini for another 3-year term, and Steve Orsini nominated Allen Bush to another 3-year term.  There were no other nominations.  At the end of the meeting, Allen Bush moved to declare the nomination process closed and by unanimous consent the slate of nominations will be put forward at the annual meeting in November.

 

Annual Meeting - The annual meeting will be held November 7th, 2021, at the community hall.  Masks will be required for all participants.  The speaker has not been determined, but there will be a presentation on the USGS Aquifer recharge study. 

 

Shoreline Master Plan - The county will present their plan to the commissioners by the end of October, by which time a date will be determined for additional public comment.

Code Amendments – The old P2, now renamed Seawater Intrusion Monitoring Code, is under consideration for docketing by the county.  Sometime in the next few months, the County will decide whether to docket this code amendment for formal consideration.

 

Rainwater Catchment – Skagit county has said that they should complete their review of the code amendment by the end of the year.

 

USGS study - the money has been allocated for the study and Hal Rooks is shepherding the funding from DoE to the USGS.  It is hoped the study will commence in 2022.

 

There was a discussion of VRBO’s on the island and their impacts.  It was agreed that more study was needed before the committee moved forward considering the issue.

 

Hal Rooks adjourned the meeting at 8:25pm.
