Special Use & Temporary Events Permit - File PL21-0180

Notice is hereby given that on March 31, 2021, Barbara Ohms, President of GICCA, filed a Special Use and Temporary Events permit application (PL21-0180) and a State Environmental Policy Act (SEPA) checklist for the proposed designation of GICCA property (P60874 & P60877) as a community park per Skagit County Code (SCC) 14.16.320(4)(x) and for temporary events per SCC 14.16.320(3)(m).  The proposal also includes the operation of the Guemes Island Community Stage.  The proposed project is located within the Rural Reserve (RRv) zoning/comprehensive plan designated area and the Guemes Island Overlay as indicated in the Skagit County Comprehensive Plan and associated maps adopted July 5, 2016 and as thereafter amended. The application was determined complete for review purposes on April 28, 2021.

The project site is located at 6561 Guemes Island Road, Anacortes, adjacent to Skagit County Schoolhouse Park within a portion of Section 01, Township 35N, Range 01E W.M., situated within Skagit County, Washington (P60874 & P60877).   

A completed Special Use permit application, environmental checklist, site plan, and other application materials are on file with Skagit County Planning and Development Services.  This information is available to the public on request.  Other governmental approvals or permits that will be required for this proposal from Skagit County Planning and Development Services include:  approved building permit.

A decision on the application will be made within 120 days of the date the application was determined complete, which was 4-28-21.  A public hearing before the Skagit County Hearing Examiner will be scheduled in the future in the Board of County Commissioners Hearing Room, 1800 Continental Place, Mount Vernon, Washington for the purpose of determining whether the Hearing Examiner should approve, modify and approve or deny the application as soon as all reviews are completed.  Public notification of the hearing will be made consistent with SCC 14.06.150(3).  Any person desiring to express his or her views or to be notified of the action taken on the application should notify Allison Sanders in writing of his or her interest within Fifteen (15) days of the date of publication of this notice which is 05-06-21.  Failure to respond within the comment period could result in loss of the right to appeal. The file can be viewed at Planning and Development Services which is located at the Continental Place address listed below.

The Lead Agency expects to issue a DNS for this proposal and the Optional DNS process is being used (WAC 197-11-355).  This may be the only opportunity to comment on the environmental impacts of the proposal.
