May 11, 2020

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:03 pm. 

Because of COVID-19, the May 11, 2020 was conducted virtually.

Present:  Commissioners Margeson, Murphy, Crawford, Chief Francis, Treasurer Davelaar, Secretary Kankaala, Matthew Enos

The minutes of April 13, 2020 were unanimously approved.

Treasurer’s Report: Beginning April Operating Fund cash balance was $106,874.72. Beginning April’s General Investment Fund balance was $12,004.30.  Beginning April Capital Fund cash balance was $72,844.83. Beginning April Capital Investment Fund balance was $33,913.83. Grand total is $225,637.68.

April expenses were $5,631.64. Payroll for April was $3,376.02, VFF stipends were $1,045.00, and Skagit County Auditor/Accounting was $1,048.44 for a grand total of $11,101.10 in April expenditures. 

April revenue included $56,633.61 in taxes collected, and $12.49 in interest. Total April revenue was $56,646.10.

A motion was made to transfer $30,000 from the Operating Fund to the Capital Fund Balance. Commissioner Murphy made the motion, and Commissioner Crawford seconded. The motion passed. This will be Resolution 420.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends at their May 11, 2020 public meeting. Commissioner Murphy made a motion to accept the Treasurer’s Report, and Commissioner Crawford seconded; motion was approved unanimously.

Chief’s Report: See attached report for a list of drills and responses. 

District 17 Drills have been canceled until the COVID-19 pandemic is over.

WSRB Evaluation Completed: Protection Classification for Skagit County Fire District 17 has improved from Protection Class 7 to Protection Class 6, effective September 1, 2020.

SCBA Flow Test Completed.

Old Business:The District 17 Fire Commissioner Murphy made a motion to draft a letter to the Skagit County Commissioners regarding the flooding of Edens Road and the impact of the District 17 fire department’s ability to provide emergency services to the residents of District 17. The motion was seconded by Commissioner Crawford. The motion passed. This will be Resolution 421. 

New Business: A family was interested in touring the fire department. Unfortunately, because of COVID-19, tours of the station have been suspended.

The next resolution will be 422.

The next regular meeting will be, June 8, 2020 at 7:00 PM in the Fire Hall. 

The meeting adjourned at 7:33 PM.
