March 16, 2020

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:05 pm. 

Present: Commissioners Margeson, and Crawford, Chief Francis, Treasurer Davelaar, Secretary Kankaala, Matthew Enos, Rick Norrie

The minutes of February 10, 2020 were unanimously approved.

Treasurer’s Report: Beginning February Operating Fund cash balance was $64,785.62. Beginning February General Investment Fund balance was $11,976.64.  Beginning February Capital Fund cash balance was $72,844.83. Beginning February Capital Investment Fund balance was $33,835.66. Grand total is $184,442.75.

February expenses were $5,220.81. Payroll for February was $3,188.92, and VFF stipends were $1,615.00 for a grand total of $10,024.08 in February expenditures. 

February revenue included $5,002.81 in taxes collected, $300.00 in donations, $21.88 in Timber Excise, and $16.62 in interest. Total January revenue was $5,341.31.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends at their February 10, 2020 public meeting. Commissioner Crawford made a motion to accept the Treasurer’s Report, and Commissioner Margeson seconded; motion was approved unanimously.

New Recruit, Kelley McAlister’s application has been approved.

The Public CPR/AED class on April 18th is still on the calendar, but the date may be moved to a future, TBD, date because of the COVID-19 pandemic. GIFD will notify the public if the class is rescheduled.

Old Business: Medical Officer Kankaala reached out to the Skagit County EMS office for assistance and information, regarding minimizing diesel exhaust exposure to the volunteers of the Guemes Island Fire Department. The EMS office was able to provide reasonable procedures that can be put into place at the Guemes Island Fire Department to minimize the exposure of diesel exhaust to the members of the fire department.

The District 17 Fire Commissioners are holding an executive meeting with Guemes Island Community Center representatives in regards to the property search for a new location for the Guemes Island Fire Department.

New Business: Fire Chief Francis updated the District 17 Fire Commissioners on Skagit County’s response and preparation to the COVID-19 pandemic. The situation is extremely fluid, and the EMS office is keeping the districts up to date on current statistics and trends of the spread of the virus in Skagit County.

Airlift Northwest’s reciprocity agreements with other air ambulance services will be discontinued March 25, 2020. Currently, this does not affect District 17, since other air ambulance services, besides Airlift Northwest, have not been approved for Skagit County. 


The next resolution will be 420.

The next regular meeting will be April 13, 2020 at 7:00 PM in the Fire Hall.
