Draft Minutes for March 3, 2020 Meeting

Guemes Island Planning Advisory Committee


Hal Rooks called the meeting to order at 6:35pm.  Present were board members Hal Rooks, Michael Brown, Edith Walden, Patti Rose, Steve Orsini, and board emeritus Gary Curtis.  Absent were Nancy Fox and Allen Bush.  Also attending were Joyce Fleming, Barb Ohms, and Phyllis Bravinder.

Draft Agenda was approved.

Draft Minutes were approved.

Treasurer’s report - checking account balance was $2,507.67.  $50 was donated to the church for the use of its space for 2020.  Roz Glasser bequest fund was $9,715.64.

Public Comment – none


Updates/New Business - Hal Rooks led a discussion of where GIPAC is in regards to its P1 and P2 code amendments.  The Skagit County Planning Commission recommended, with slight changes, approving  P1 to the Skagit Board of Commissioners, but recommended denial of P2.  GIPAC agreed to reach out to the Board of Commissioners to discuss P1 and P2 before they make their final decision.

Edith Walden made a presentation of her research on well approvals in Jefferson and Pierce counties.  The information gained will be useful moving forward as GIPAC continues to advocate for P2.

Steve, Edith and Hal will meet with an attorney to consult about GIPAC’s possible routes forward concerning P-2.

Hal gave an update on the USGS funding for the aquifer recharge study.  We will know by March 12th whether money will be allocated in the state budget for the study.

Patti Rose reported that there will be a work party April 3rd, 2020 to install a short split rail fence to protect the plantings at the Peach Preserve.  Work starts at 10:00am.
