GIPAC: Draft Minutes Feb 3, 2020 Meeting


February 3, 2020 Meeting of the

Guemes Island Planning Advisory Committee


Hal Rooks called the meeting to order at 6:35pm.  Present were board members Hal Rooks, Nancy Fox, Michael Brown, Allen Bush, Steve Orsini, Edith Walden and Patty Rose, and board emeritus Gary Curtis.  Also present were Joyce Fleming, Barb Ohms, Phyllis Bravinder, Jep Burdock, and Michael Gray.

Draft agenda was approved.

Draft minutes from the January 6, 2020 were approved.

Treasurer’s report – The checking account has $2,557.67 and the Roz Glasser account has $9,715.64.

There was no public comment

Update/New Business

A motion was made and seconded to approve a $50 donation to the church for GIPAC’s use for its meetings.  Motion passed unanimously.

Hal Rooks outlined what the next steps were in the P1 and P2 code amendments GIPAC has presented to the Planning Commission.  There will be a meeting on February 11th at 6:00pm of the Planning Commission where they will formally vote whether to recommend to the county commissioners adoption of P1 and P2.  Although no testimony will be taken, GIPAC members and friends are encouraged to attend to show support. (Note: the discussion of P-1 and P-2 was subsequently postponed to a later Planning Commission meeting.)

Board members discussed potential strategies to pursue in the event the Planning Commission decides not to recommend adoption of GIPAC’s proposed amendments.  A motion was passed approving up to $1,000 expenditure to talk with an attorney specializing in water law.

Update on USGS Aquifer Recharge Study – Hal Rooks has submitted the appropriate paperwork for a line item in the 2020 - 2021 state budget requesting funds for the study.   The pledge amounts from Guemes residents stands at just over $20,000.
