Regular Commissioner Meeting

January 13, 2020

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm.

Present: Commissioners Margeson, and Crawford, Chief Francis, Treasurer Davelaar, Secretary Kankaala, Lieutenant Enos

The minutes of December 9, 2019 were unanimously approved.

Treasurer’s Report: Beginning December Operating Fund cash balance was $79,335.96. Beginning December General Investment Fund balance was $11,942.92.  Beginning December Capital Fund cash balance was $72,844.83. Beginning December Capital Investment Fund balance was $33,740.37. Grand total is $197,863.08.

Final December expenses were $1,945.42. 2020 Budget Expenditure expenses were $8,214.34. Payroll for December was $2,311.3, and VFF stipends were $860.00 for a grand total of $6,621.51 in November expenditures.

November revenue included $18,456.88 in taxes collected, $100.00 in donations, $12.68 in Timber Excise, and $19.72 in interest. Total November revenue was $18,589.28.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends. Commissioner Crawford made a motion to accept the Treasurer’s Report, and Commissioner Margeson seconded.

Chief’s Report: See attached report for a list of drills and responses. 

The District 17 Commissioners approved the application of and welcome Karen Anderson as the newest member of the Guemes Island Fire Department.

Old Business: 

Secretary/Medical Officer Kankaala plans to contact the Board of Volunteer Firefighters of Washington State and the Skagit County EMS office for guidance on best practices for volunteer fire departments with dealing with diesel exhaust exposure.

The District 17 Fire Commissioners are getting more focused on property search for a new fire station. The Commissioners understand the need and value that a new station would bring, and also understand that the process is lengthy and in need of due diligence.

The 2020 COLA has been released at 1.6%

The next resolution will be 418.

The next regular meeting will be February 10, 2020 at 7:00 PM in the Fire Hall.
