Regular Commissioner Meeting

December 9, 2019

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm.

Present: Commissioners Margeson, Murphy, and Crawford, Chief Francis, Treasurer Davelaar, Secretary Kankaala.

The minutes of November 11, 2019 were unanimously approved.

Treasurer’s Report: Beginning November Operating Fund cash balance was $84,285.71. Beginning November General Investment Fund balance was $11,925.82.  Beginning November Capital Fund cash balance was $72,844.83. Beginning November Capital Investment Fund balance was $33,692.06. Grand total is $202,748.42.

November expenses were $3,450.13. Payroll for November was $2,311.38, and VFF stipends were $860.00 for a grand total of $6,621.51 in November expenditures.

November revenue included $18,456.88 in taxes collected, $100.00 in donations, $12.68 in Timber Excise, and $19.72 in interest. Total November revenue was $18,589.28.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends. Commissioner Crawford made a motion to accept the Treasurer’s Report, and Commissioner Margeson seconded.

Open: Secretary/Medical Officer Kankaala raised a concern of diesel exhaust and a link to leukemia in firefighters, including volunteer firefighters. Secretary/Medical Officer Kankaala has been tasked with contacting appropriate agency to study exposure risks of diesel exhaust to the personnel of the Guemes Island Fire Department.

Chief’s Report: See attached report for a list of drills and responses.

Old Business:

The Knox KeySecure Master Lock System has been installed on three of the department’s vehicles, 1711, 1719, and 1714.

The District 17 Commissioners are still in the process of researching new properties for a new Fire Department.

New Business

The District 17 Fire Commissioners adopted a compensation adjustment for the year of 2020 for hourly and salaried employees of COLA, plus 2%. Commissioner Murphy made the motion. Commissioner Crawford seconded the motion. The motion passed. This will be Resolution 417.

The next resolution will be 418.

The next regular meeting will be January 13, 2020 at 7:00 PM in the Fire Hall.

The meeting adjourned at 7:28PM.
