August 12, 2019

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm.

Present: Commissioners Margeson, Murphy, and Crawford, Chief Francis, Assistant Chief Snell, Treasurer Davelaar, Secretary Kankaala 

The minutes of July 8, 2019 were unanimously approved.

Treasurer’s Report: Beginning July Operating Fund cash balance was $68,632.36. Beginning July General Investment Fund balance was $11,840.15.  Beginning July Capital Fund cash balance was $72,844.83. Beginning July Capital Investment Fund balance was $33,450.04. Grand total is $186,767.38. 

July expenses were $3,142.90. Payroll for July was $2,504.08, and FF stipends were $1,675.00 for a grand total of $7,321.98 in July expenditures.
July revenue included $707.68 in taxes collected, $408.00 in donations, and $23.12 in interest.

District 17 Commissioners reviewed and approved the Treasurer’s Report, invoices, and firefighter stipends.

Chief’s Report: See attached report for a list of drills and responses. 

A Draft for SOG 201 is being reviewed. SOG 201’s purpose will be to outline Fire District 17’s requirements for membership and the application process.

Old Business:

The discussion about real estate for a new Fire Station continued. The District 17 Commissioners will continue to look at property on Guemes Island, as it comes on the market.

Resolution 412- Commissioner Murphy made a motion, and Commissioner Crawford seconded the adoption of Resolution 412. Resolution 412 authorizes the acquisition of a People’s Bank Visa Card. Resolution 412 passed unanimously.  Details of 412 follow.

Total credit limit of $10,000

The account name will be Skagit County District 17

Authority to make changes to the account is granted to Commissioner Chairman Margeson, Chief Gerry Francis, and Treasurer Davelaar

One card issued to Gerry Francis will have a credit limit of $7,000

One card issued to Linda Davelaar will have a credit limit of $3,000

In addition to previously authorized uses specified in Resolution 340, the credit card will be used to pay bills such as phone, electricity, and internet; charge accounts used for hardware, small equipment or office supplies. Other expenditures can be paid, per SOG 116, or as approved by at least two commissioners. Charges made to the account will be reported at regular District 17 Commissioners meetings.

New Business:

Commissioner Murphy has proposed supplying reflective vests for cyclists riding on Guemes Island. The proposed vests would be kept somewhere near the ferry terminal on the Guemes Island side. District 17 Commissioners will review at the next meeting.

CERT and GIFD are in discussion to cosponsor a fire extinguisher class for the public. The proposed class will tentatively take place in October.

GIFD is planning on providing a public CPR class for the public sometime in the spring of 2020.

Chairman Margeson will be writing a letter to the Skagit Trust, encouraging the posting of a sign at Kelly’s Point stating the dangers of climbing on the cliffs.

The next resolution will be 413.

The next regular meeting will be September 9, 2019 at 7:00 PM in the Fire Hall.
