May 13, 2019

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm.

Present: Commissioners Margeson and Crawford, Assistant Chief Snell, Treasurer Davelaar, Secretary Kankaala, and Lieutenant Enos.

The minutes of April 8, 2019 were unanimously approved, with correction.

Treasurer’s Report: Beginning April Operating Fund cash balance was $80,225.92. Beginning April General Investment Fund balance was $11,770.00.  Beginning April Capital Fund cash balance was $72,844.83. Beginning April Capital Investment Fund balance was $33,251.87. Grand total is $198.092.62.  April expenses were $11,656.70. Payroll for April was $2,845.40, and FF stipends were $1,660.00 for a grand total of $16,162.10 in April expenditures. April revenue included $8,626.48 in taxes collected, and $23.91 in interest.

This month’s expenses include Firefighter Turn Out Gear of $6,706.00

The State Auditor’s regularly scheduled audit of 2017 and 2018 is taking place, at a cost of $1,200.

Treasurer Davelaar brought up an issue with Elan credit card and payment by Skagit County. Davelaar is investigating because we are being charged interest and late payment charges.

The State Auditor questioned the wording of Resolution 378, which compensates staff for extra work. This item will be addressed at June’s meeting.

Old Business: 

Vehicle Numbering System

Skagit County is still in the process of trying to configure the vehicle numbering system, so that system complies with federal law. 

Real Estate for a new Guemes Island Fire Station

Chairman Margeson suggested setting parameters for the property search for a new fire department. He is suggesting a 30-minute working sessions to include Chief Francis, Commissioner Murphy and any others that want to be involved prior to the next regular commissioners meeting. 

Treasurer Davelaar advised the Commissioners that they need to contact the State Bond Council on advice on issuing bonds.

The next regular meeting will be June 10, 2019 at 7:00 PM in the Fire Hall.
