March 11, 2019

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00 pm.

Present: Commissioners Margeson, Murphy, and Crawford; Chief G. Francis, Treasurer Davelaar, Captain Pyke, Lieutenant Enos

The minutes of February 11 were unanimously approved.

Treasurer’s Report: Beginning February Operating Fund cash balance was $28,033.28. Beginning February General Investment Fund balance was $11,724.62.  Beginning February Capital Fund cash balance was $72,844.83. Beginning February Capital Investment Fund balance was $33,123.65. Grand total is $147,726.38.  February expenses were $6,242.98. Payroll for February was $3,064.75 , and FF stipends were $1,745.00 for a grand total of $11,052.62 in February expenditures. February revenue included $5,643.06 in taxes collected, $17.39 in Timber Excise, and  $20.78 in investment interest.

Note: This month’s expenses include $3,823.21 to ZAP Automotives for #1714 service and repair.

The annual report is scheduled to be filed March 21, 2019 with the Washington State Auditor.

Open: Captain Pyke inquired about whether a realtor had been counseled about finding a parcel of land for a new GIFD. A discussion ensued, and the commissioners agreed to reach out to realtors in the area. 

Chief’s Report: See attached report for a list of drills and responses.   

Old Business: A sign with the establishment date of the Guemes Island Fire Department has been mounted at GIFD.

A “wish list” of items desired by GIFD will be revisited in September during the annual budget process.

Repairs to 1714 have been completed, at a cost of $3,823.21. The brakes were replaced, an exhaust leak was repaired, and the alternator was replaced.

New Business: Skagit County is wanting to implement a new apparatus numbering system for the vehicles. The system is called NIMS, National Incident Management System. The county is debating on how to implement the system because of certain system and logistical issues.

The next resolution will be 410.

The next regular meeting will be April 8, 2019, at 7:00 PM in the Fire Hall.
