December 10,2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:01pm.

Present: Commissioners Margeson, Murphy, and Crawford, Chief G. Francis, Assistant Chief O. Snell, Treasurer Davelaar

The minutes of November 12 were unanimously approved.

Treasurer’s Report: Beginning December Operating Fund cash balance was $40,987.15. Beginning December General Investment Fund balance was $11,657.97. Beginning December Capital Fund cash balance was $72,844.83. Beginning November Capital Investment Fund balance was $32,935.37. Grand total is $158,425.32. November expenses were $4,277.89. Payroll for November was $2,708.00 , and FF stipends were $1,915.00 for a grand total of $8,900.89 in November expenditures. November revenue included $17,279.30 in taxes collected, $20.97 in interest, $22.10 in Timber Excise, and $1,013.79 in donations.

Note: November Donations include $813.79 in PSE Renewable Energy Incentives, and $200.00 BVFF, 2 Volunteer Physical Exam Reimbursement.

This month’s expenses include $1,540.70 to Emergency Reporting for an annual fire package subscription.

Chief’s Report: See attached report for a list of drills and responses.

Chief Francis included a COLA (cost of living adjustment) of 2.5% in the proposed 2019 budget. Commissioner Murphy made the motion to approve the 2.5% COLA increase, and Commissioner Crawford seconded. The motion passed. This will be Resolution 408.

SOG 209 will be amended to state that Volunteer Firefighters are not covered by the Paid Family Leave Act.

Old Business: A sign with the establishment date of the Guemes Island Fire Department has been discussed.

New Business: Commissioner Murphy will miss the 2019 January and February Commissioner meetings. The GIFD Commissioners voted to adopt the Inter Local agreement between District 17 and Skagit County to work in cooperation on the delivery of EMS within the District’s boundaries, as well as outside its boundaries as allowed by mutual aid requests as applicable.

The Commissioners reviewed the invoices from November 10, 2018 through December 8 ,2018 and approved invoices in the amount of $4,277.89 payroll of $2,708.00 for a total of $6,985.89.

The next resolution will be 409.

The next regular meeting will be January 8, 2018 at 7:00 PM in the Fire Hall.
