November 12, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Margeson, Murphy, and Crawford, Chief G. Francis, Treasurer Davelaar, Secretary Kankaala, M. Enos

Community Members present: Barbara Ohms 

The minutes of October 8 were unanimously approved.

Treasurer’s Report: Beginning November Operating Fund cash balance was $62,535.89. Beginning November General Investment Fund balance was $11,637.00.  Beginning November Capital Fund cash balance was $72,844.83. Beginning November Capital Investment Fund balance was $32,876.15. Grand total is $179,893.87.  October expenses were $12,974.13. Payroll for October was $3,272.00, and FF stipends were $3,090.00 for a grand total of $19,336.13  in October expenditures. October revenue included $49,298.89  in taxes collected, and $18.71 in interest, and $100.00 in donations.

Note: This month’s expenses include Enduris Washington (general liability, property, auto physical damage insurance): $7,652.00

Chief’s Report: See attached report for a list of drills and responses. A resolution was made to surplus 8 training radios, and turn the surplused radios over to CERT. Commissioner Crawford made the motion, and Commissioner Murphy seconded. The motion passed unanimously. This will be Resolution 407.

Old Business: Guemes Island Fire Department will be conducting sexual harassment training in December, currently scheduled for December 19.

Guemes Island Fire Department has determined that the footprint of the GIFD property is too small to facilitate the new CERT antenna installation.

It has been determined that Guemes Island Fire Department needs to increase the 2018 budget by $40,000 to cover expenses. Commissioner Murphy made the motion to increase the budget, and Commissioner Crawford seconded. The motion passed unanimously. This will be Resolution 405.

New Business: GIFD has had some issues with past department members asking for information regarding GIFD medical responses. It is against the law, a HIPAA violation, for any GIFD Department members to relay any information, regarding  patient contact and events.

A Guemes Island resident reached out to the Guemes Island Fire Department, in October, regarding a bumper sticker being distributed by Commissioner Crawford. A letter has been sent to the resident, stating that the bumper sticker does not represent the views of the Guemes Island Fire Department.

The Guemes Island Fire Department Commissioners plan to accept the Skagit County Auditor as the Auditing Officer for 2019, at a cost of $4,416.53. Commissioner Crawford made the motion, and Commissioner Murphy seconded. The motion passed unanimously. This will be Resolution 404.

The Commissioners reviewed the invoices from October 6,2018 through November 9, 2018 and approved invoices in the amount of $12,974.13and payroll of $3,272.00 for a total of $16,246.13.

The next resolution will be 408.

The next regular meeting will be December 10, 2018 at 7:00 PM in the Fire Hall.
