September 17, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Margeson, Murphy, Crawford, Chief G. Francis, Assistant Chief Snell, Mechanic L. Pyke, Treasurer Davelaar, Secretary Kankaala

The minutes of August 6 were unanimously approved.

Treasurer’s Report: Beginning September Operating Fund cash balance was $33,187.15. Beginning September General Investment Fund balance was $11,599.43  Beginning September Capital Fund cash balance was $72,844.83. Beginning September Capital Investment Fund balance was $32,770.03. Grand total is $150,401.44. August expenses were $7,535.12. Payroll for August was $2,808.00, and FF stipends were $1,365.00 for a grand total of $11,708.12  in August expenditures. August revenue included $1,552.31  in taxes collected, and $18.56 in interest, and $8.31 in Timber Excise.

Note: This month’s expenses include tires for 1712 in the amount of $2,788.28.

Open: Captain Pyke brought up a question about new property for a new fire department building for District 17. A brief discussion on the subject occurred.

Chief’s Report: See attached report for a list of drills and responses. Kendrick Brown has completed his paperwork to join District 17. He has also received his EMT credential number from Washington State Department of Health.

Old Business: The decision has been agreed upon to amend SOG 111 to more clearly define the general rules for fundraising or political activities as they relate to the use of Fire District 17 resources. It was also agreed upon to add a signage line to be signed by District 17 department members. Commissioner Murphy made the motion to adopt the amendments to SOG 111, and Commissioner Crawford seconded. This will be Resolution 402.

Commissioner Crawford asked for a “wish list” of equipment the  Guemes Island Fire Department would useful or benefit from.

New Business: District 17 is interested in obtaining the Lucas Automatic CPR machine. If Dr. Russell, the Medical Director for Skagit County, approves the device for usage in Skagit County, Guemes Fire will start fundraising to raise the cost for the device.

The Commissioners reviewed the invoices from August 11, 2018 through September 7, 2018 and approved invoices in the amount of $7,353.12 and payroll of $2,808.00 for a total of $10,343.12.

The next resolution will be 403.

The next regular meeting will be October 8, 2018 at 7:00 PM in the Fire Hall. 

The meeting adjourned at 7:40 PM.
