GIPAC: Draft Minutes for July 2, 2018 Meeting


The meeting was called to order by Chairman Hal Rooks at 6:37 PM.

Members present: Hal Rooks, Nancy Fox, Allen Bush, Patty Rose, Edith Walden, Steve Orsini. Absent: Michael Brown.

Guests: Phyllis Bravinder, Mark Madden, Barb Ohms.

The agenda was approved as presented.

Minutes of June 4 meeting were approved. They have been posted on LineTime and the GICCA site.

Treasurer Allen Bush reported that we have $2,780 in our checking account and $10, 515.21 in the Roz Glasser fund.


1.     The Western Washington Study/Template regarding rainwater catchment has not been sent to us by Skagit County Planning. Chairman Rooks will distribute it as soon as it arrives.

2.     Because GIPAC has not received notification of the County’s actions, it was decided to resubmit our code amendment regarding rainwater catchment. GIPAC will also send a letter to the Skagit County Commissioners explaining our action. Our code amendment this time will include details including Department of Ecology guidelines for adequate water supply. The deadline for submitting code amendments is July 31, 2018.

3.     GIPAC will also submit a code amendment regarding well drilling on Guemes Island which will require county permission to drill a well, based on hydrogeologic study.

4.     Patty Rose provided an update on the shoreline restoration project at the Peach Preserve. There was discussion of the appropriate fall planting date and coordination with the Skagit Land Trust.

5.     Steve Orsini reported that he has contacted USGS about the possibility of an aquifer recharge study of Guemes. He was told that there are no funds for small projects,  and was referred to the Washington Water Science Center

6.     There was discussion of lot aggregations and the disclosure of well status when a house is sold.
