February 12, 2018

Commissioner Margeson called the Regular Fire Commissioners meeting to order at 7:02PM.

Present: Commissioners Margeson and Crawford, Chief G. Francis, Mechanic L. Pyke, Treasurer Davelaar, Secretary Kankaala

Community Members:

The minutes of January 8, 2018
were unanimously approved.

Treasurer’s Report:
Beginning February Operating Fund cash balance was $45,464.03. Beginning February General Investment Fund balance was $11,491.46. Beginning February Capital Fund cash balance was $72,844.83. Beginning February Capital Investment Fund balance was $32,465.00. Grand total is $162,265.32. January  expenses were $8,767.09, payroll was $3,604.00, and FF stipends for January were $1,753.00 for a grand total of $14,124.09 in January expenditures. January revenue included $908.33 in taxes collected, $11.87 in interest, $550.00 in donations, and $100.00 in reimbursement: BVFF, Junior FF Physical.

Commissioner Crawford is asking not to be compensated for the boat charter on January 28, which enabled GIFD personnel to make it to training on the mainland on time. Chief Francis asked for $200 to supply lunch during the March 10, 2018 CPR public training event.  Commissioner Crawford made a motion to provide $200 to cover the cost of the lunch during the March 10, 2018 public CPR training event. Commissioner Margeson seconded. The motion passed. This will be Resolution 390.

Chief’s Report:
See attached report for a list of drills and responses.  Chief Francis has started attending CAER (Citizens Awareness Emergency Response) meetings at Shell Anacortes Refinery. GIFD, along with Skagit EMS, is offering a public CPR/AED training class, to the public, on March 10, 2018. 12 people have signed up, as of February 12, 2018.

Old Business:
Succession Planning has made progress with two people showing interest in joining GIFD. The Burn Center is up and running. Chief Francis, Assistant Chief Snell, Captian Pyke, and Lieutenant Fouts participated in training at the Burn Center on February 4, 2018, in preparation to bring GIFD personnel over to the Burn Center for training.

New Business:
Commissioner Margeson brought up the idea of providing the GIFD chief with a vehicle. This vehicle would be seen as a benefit to the GIFD chief, and would also be used to transport GIFD personnel and assist with transporting 1717, the boat. An extended cab, short bed truck would be optimal. More thought and discussion on the topic will occur over the next meeting.
The Commissioners reviewed the invoices from January 6, 2018 to February 10, 2018 and approved invoices in the amount of $8,767.09 and payroll of $3,604.00 for a total of $12,371.09.

The next regular meeting will be March 12, 2018 at 7:00 PM in the Fire Hall.

The meeting adjourned at 7:40 PM.
