Commissioner Chip Bogosian, Chairman, called the Regular Fire Commissioners meeting to order at 7:00PM.

Present: Commissioners Bogosian, Murphy, and Margeson, Chief G. Francis, Mechanic L. Pyke, F, Treasurer Davelaar, Secretary Kankaala

Community Member: Frank Crawford, Matt Enos

The minutes of November 13, 2017 were unanimously approved.

Treasurer’s Report: Beginning December Operating Fund cash balance was $72,400.44. Beginning December General Investment Fund balance was $11,469.26. Beginning December Capital Fund cash balance was $72,844.83. Beginning December Capital Investment Fund balance was $32,402.28. Grand total is $189,116.37. November expenses were $9,914.75, payroll was $2,795.00, and FF stipends for November were $1,004.00 for a grand total of $13,713.75 in November expenditures. November revenue included $15,613.96 in taxes collected, $10.53 in interest, and $12.83 in timber excise.

Open: The holiday Christmas party for next year has been scheduled for December 1, 2018 at the Guemes Island Church.

Chief’s Report: See attached report for a list of drills and responses. In regards to the  Automatic Aid Agreement with Anacortes- in the event of a fire call, Anacortes will dispatch one pumper and one Battalion Chief to the incident. Per the agreement and when appropriate, GIFD will respond to an incident with 1717, the rescue boat, or 1716, the tender, to assist Anacortes. GIFD has the discretion of not responding if it leaves the island uncovered. Anacortes also has the same discretion when responding to a mutual aid to Guemes Island.  GIFD’s minimum response team would be two responders and 1716, or two responders and 1717. Anacortes expects GIFD to respond more with 1717, than with 1716. In regards to the annual Holiday Dinner, Chief Francis noted that putting on the dinner has become more expensive. Chief Francis would like to double the budget from $150 to $300. The budget for the Holiday Dinner is used to purchase the main course and supply party decorations. Commissioner Murphy motioned to increase the holiday dinner to $300, and Commissioner Margeson seconded. This will be resolution 387.

Old Business: Succession Planning for GIFD command will be discussed during the Officer’s meeting January 15, 2018.

New Business: Commissioner Bogosian thanked everyone for all of their service during his time as Commissioner. NFPA guidelines state that tires on all fire apparatus should be replaced every seven years, or sooner. Chief Francis is in the process of obtaining quotes from multiple vendors for those rigs needing tire replacement. Bids will be brought to the commissioners at a future for their approval.

The Commissioners reviewed the invoices from November 11, 2017 to December 8, 2017 and approved invoices in the amount of $9,914.75 and payroll of $2,795.00 for a total of $12,709.75

The next regular meeting will be January 8 , 2018 at 7:00 PM in the Fire Hall.
