Minutes for the June 5, 2017 meeting

Guemes Island Planning Advisory Committee


Meeting was called to order by Hal Rooks at 6:35 pm.  Present were members Hal Rooks, Stella Spring, Michael Brown, and Nancy Fox.  Guests were Edith Walden, Phyllis Bravender, Holiday Matchett, Max Benjamin, and GIPAC Emeritus member Gary Curtis.

A motion was made by Michael Brown and seconded by Nancy Fox to approve the May 1, 2017 meeting minutes.  Motion passed on a voice vote.

Treasurer’s report – Michael Brown reported that the general GIPAC fund held $2,832.51, and the Roz Glasser Bequest fund held $10,499.49.

Status of proposed code amendments concerning wells re notification of well permit regardless of connection to a building permit was discussed.   The Board decided that GIPAC’s concern that wells were being drilled without an underlining building permit was important and therefore our code amendment request should not be withdrawn.  Since this proposal raises complicated issues for the County, we don’t expect action on it this year; but keeping the proposal alive will help us continue to educate County staff and hopefully lay the groundwork for future amendments.

Memo to Board of Commissioners re: recent Planning Commission's negative recommendation on our CaRD amendment.  A motion by Michael Brown and seconded by Nancy Fox to approve the memo that Hal Rooks presented to the GIPAC board.  The memo outlined to the Board of Commissioners GIPAC’s concerns about the Planning Commissions actions towards GIPAC’s CaRD amendment specifically and towards the Guemes Subarea plan in general.  Hal will send the memo to all of the Commissioners on June 6, 2017.

Status of the Planning Commissioners' trip to Guemes – After continued discussion by the board, it was decided to go ahead with the June 17, 2017 visit.  Allen Bush and Gary Curtis will lead the trip, and there will be a chance after the van tour for discussion at the store before the commissioners get back on the ferry.
