Guemes Island Planning Advisory Meeting Minutes

Present: Nancy Fox, Allen Bush, Michael Brown, Hal Rooks

Absent: Patty Rose, Sandy Mckean and Stella Spring

Special Guests Gary Curtis, Marianne Kooiman, Steve Orsini, Sally Stapp-Brigham

Secretary: Minutes were approved as emailed with notes of minor typos.

Treasurers Report: $3704.72 Account Balance ($0.30 interest).

Approved expenditure: File articles of incorporation $20.00

 

2016 Skagit County Comprehensive Plan Update

Skagit County Planning Department received GIPAC submitted items:

Shoreline Building Envelope

Maximum Fence Height limitation

Ryan Walters and Skagit County Planning Dept Director Dale Pernula answered Skagit County Planning Commission questions regarding the suggested GIPAC items and they will further describe items to the Commission when public comment period opens.

Nancy Fox will advise GIPAC on relevant planning Commission Agenda Items when they arise.

There are two types of insurance for groups such as GIPAC. Slip and Fall insurance ($200 annually) and Director/Officer insurance ($1200-1400 annually). Individual home owner policy would most likely cover any slip and fall claims during meetings and activities, while a “volunteer exemption” provided in the Washington Administrative Code would most likely cover any actions made by GIPAC. Further discussion is needed.

Bequest to GIPAC of $10,000 from Roslyn E. Glasser estate.

Roz Glasser’s instructions: this money to be used to "promote a concerted effort on part of the public to do the work that is needed on the low-bank shorelines of Guemes Island."  Roz was particularly interested in helping people design and install native, screening vegetation of small trees, shrubs, and plants that would prevent erosion and harbor insects that provide food for fish.

Sally Stapp-Brigham will compose an article for the Guemes Tide announcing public comment period for modification and adoption of a new county-wide Seawater Intrusion Policy that will be incorporated into the Skagit County Comprehensive Plan Update later this fall.

Item 1 no additions or corrections and approved as written. By allowing alternative water sources for building permits would allow permit applicants to explore and educate themselves on which option best suits their situation, both in cost and affect on surrounding well sites.

Item 2-1A Restrict all new wells to 3 gpm Island wide.
