MINUTES

GUEMES ISLAND COMMUNITY COUNCIL MEETING

JANUARY 21, 2010

 

Introductions:

At the close of dinner President Harry Finks introduced himself and gave a short talk about his goals and intended style of conducting meetings.

He then called on the members of the council to introduce themselves and tell what they hope to accomplish as members of the council.

 

Announcements from the Floor

Jeff Gent announced that the Men’s Breakfast takes place on the 3rd Wednesday of every month. After breakfast, there is a program at 8:30 a.m. He urged people to attend.

Judith Horton announced that the first edition of the Guemes Tide would be mailed on February 1st. Subscriptions are $20.00. Drop off checks at the store and they will be put in the Guemes Tide mail box.

Mike Gwost announced that the 24th annual Woodchoppers’ Ball is tentatively scheduled for Saturday, February 13th. Raffle tickets will be $1.00 each.

Agenda Topics from the Floor

There were no suggestions from the floor.

Who We are and How We Do Things

President Harry Finks began the formal meeting with a discussion of the items listed under that heading on the attached agenda.

The final item listed on the agenda is the consideration of a time limit for meetings, and the use of consensus rather than Robert’s Rules of Order at times.

*It was moved, seconded, and passed unanimously that meetings of the community council will last no longer than one and a half hours.

Regular Reports

Minutes

The minutes of the November 19th meeting were approved as corrected.

Treasurer’s Report

Howard Pellett presented the attached reports from November, December, and January. He announced that the Fall Appeal brought in $10,255.00 and netted $9,566.85 after mailing and material costs were paid. He also reported the following balances:

Checking Account $24,470.22

Certificate of Deposit 11, 746.00

Our Business

Propane Tank:

Mike Gwost announced that a 500 gallon propane tank was installed with the help of two adults and six children “stompers”. When the Amerigas propane on hand has been depleted, we will begin buying our propane from Cenex.

Jim Nichol announced that the small propane tanks that were stored under the library have been moved and are now chained behind the pump house to the relief of our volunteer fire fighters.

Generator

Jim Nichol requested that a training session be scheduled to train members of the council how to start the Chinese generator. No date was set.

Sound System

It was decided to store the new, portable sound system in the attic for the time being.

Drying of the Trim Wood

Carl Cady reported that Adam Mimnaugh has offered to create a drying booth with a dehumidifier which will probably render the wood dry enough to use in one or one and a half months.

*It was moved, seconded, and passed unanimously for Carl with the council to follow the trim project to completion.

Hall Rental Questions

Gail Nicolls volunteered to contact Kristina Diamond to ask her to inform Harry Finks when she is going to be unavailable for any extended length of time to maintain the calendar.

The hall rental agreement has been modified as requested.

Band Stand:

The band stand is still a work in progress. Mark Linnemann and his committee will meet before the next meeting of the community council.

Questions on Insurance:

Howard Pellett reported that the library has been added to our insurance policy. Howard and Jim Nichol will get together to investigate our insurance needs including the possibility of insuring community council members. Carl Cady will contact attorney Mary Brennan for her advice for Howard and Jim.

Keys

*Mark Linnemann proposed that? we re-key the building and the park padlock with one master key.? Then we could have keys that only open certain locks for certain purposes such as a renters key, or a library only key. ? It was decided to postpone a decision until we get a cost estimate

*It was moved and seconded that a committee made up of council members and library board members meet together to address all of the issues concerning the relationship of the library to the community hall, including the issuing of keys. It was agreed to by consensus, and Tom Butler, Mike Gwost, and Gail Nicolls volunteered to represent the community council on that committee.

Recycle

Anne Jackets explained that Styrofoam and plastic bags should be deposited in the containers on the north side of the community hall and that all recycled materials should be cleaned before they are deposited.

Mike Gwost said that he would get six more of the blue recycle bins and create a special recycle center which the folks from Waste Management have said they would service.

: Mike Gwost reported that the Chinese propane generator has been repaired by Sebos who changed all of the gaskets. The Honda generator needs repair. Carl Cady said that it has always been difficult to start and that there are instructions on how to do it.
